Highland Park Housing Commission S18 RFP

The Highland Park Housing Commission (HPHC), Board of Commissioners, Highland Park, Michigan, seeks a consultant to provide consulting and related services for Section 18 disposition activities.  The Commission’s mission is to provide quality, affordable housing and self-sufficiency opportunity to low and moderate income residents in Wayne County, Michigan in an effective and professional manner. The Commission will execute a contract commencing on or about May 15, 2026. The Commission is accepting proposals until 5:00 PM on May 5, 2026.

Background: The Highland Park Housing Commission is a “public housing agency” as defined under the US Housing Act of 1937 (the Act) and is a body corporate and politic organized and existing under the laws of the State of Michigan that receives funding and assistance from HUD. After repositioning 160 units via a previous RAD transaction, the Highland Park Housing Commission owns several properties comprised primarily of scattered site single family homes or vacant parcels for a total of 38 units/parcels, broken out by 26 standing units and 12 vacant parcels of land.  An environmental review has been completed by a consultant for the disposition of these units and parcels, and HUD has agreed to function as the Responsible Entity under Part 50.

The HPHC is currently in HUD possession and overseen by a HUD Recovery Administrator.  The consultant procured via this solicitation will primarily work with the HUD Recovery Administrator, who also functions as the HPHC Board, and the agency’s Executive Director, who is attached via a management agent contract.

The HPHC will receive sealed proposals for Consulting Services to assist HPHC in final planning, application, execution/implementation, and all activities related to its disposition of the remainder of its portfolio. Execution and implementation are expected to require additional separate competitive bidding processes for work related to disposition activities, with which the consultant will assist to the maximum possible extent.  The consultant will be expected to manage all facets of the disposition activity, which may include demolition and the associated additional environmental review work in the event that some units cannot be sold at Fair Market Value and must be demolished before ultimate disposition.  The contract will be for a one-year period expected to begin on or about May 15, 2026, with multiple one-year options available at the HPHC’s discretion and in accordance with the agency’s ongoing needs.

The HPHC reserves the right to reject any or all proposals and to waive any informality in the competitive proposal procurement process.
