REQUEST FOR PROPOSAL

 for

Independent Public Accountant Services of Public Housing Portfolio

The Highland Park Housing Commission (“HPHC”) requests proposals from qualified Independent Public Accounting (IPA) firms to provide IPA audit services for its portfolio of assisted housing and related programs. It is expected that the audit services will be performed in accordance with Generally Accepted Governmental Auditing Standards (GAGAS). The audit also must meet all requirements set forth in Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), or any successor issuance, and/or any HUD Requirements, which are in effect as of the date of the audit onsite fieldwork.

The objective of this Request for Proposals (RFP) is to solicit the specified Services and enter into a Contract with a qualified and certified public accounting firms and/or individuals to provide Audit Services to the HPHC, located at 13725 John R Street, Highland Park, MI 48203. The Offeror’s response to this Request for Proposals shall include all attachments and any additional requested documentation noted in this Request for Proposals.

Obtaining the RFP: The Housing Commission will issue a public notice regarding the Request for Proposal and may also directly solicit proposals from known firms and/or individuals. To obtain the RFP package, please contact Douglas C. Gordon, Co-Recovery Administrator at (202) 809-0852 or by email dgordon@highlandparkhc.org. There will not be a cost for requesting a package.

Questions: Any questions or requests for further information or clarification must be directed to Douglas C. Gordon, Co-Recovery Administrator, in writing, either through US mail (please use certified mail) or email (dgordon@highlandparkhc.org) no later than August 24, 2021.

Submission Deadline: All responses to this RFP, must be received via USPS Certified mail, overnight delivery services (UPS, Fed Ex, etc.) or hand delivered to the HPHC Central Office no later than noon local time, August 31, 2021, at the address below. Emailed or faxed submittals will not be accepted. Please submit (3) copies of the proposal. Each copy should be in a binder in tabbed form. Upon receipt of all proposals, HPHC reserves the right to make an award after evaluating each package according to qualifications and past experience. Section 3, Women and Minority-owned firms are strongly encouraged to submit a proposal.

Submission Instructions: Submit responsive proposals to Douglas. C. Gordon at 13725 John R Street, Highland Park, MI 48203. If a Firm has submitted a quote in error, the original quote may be picked up and resubmitted before the submission deadline. Submissions will not be publicly opened.
